The cryptic part of this clue comes after the straight definition in this example. A ‘game official’ could be a ‘ref’ and a surface could be a ‘mat’.
Stick ‘or’ between them, as the clue suggests, and we’ve got our answer: REFORMAT (or another way of saying ‘once again arrange’).
